The DIGIVATIONS XGENS-CASCADIA INTERNATIONAL MODEL UNITED NATIONS CONFERENCE (DXCIMUN 2021) will be held from AUGUST 5- AUGUST 8, 2021 in Leavenworth, Washington and Virtually at the Wenatchee River Institute (2 hours east of Seattle, WA; 4 hours from Vancouver, BC, Canada; 4 hours northeast from Portland, Oregon; 3 hours east of Spokane, WA) in the Bavarian style town located in the heart of Cascadia, Cascade National Forest.
The Senior Secretariat is responsible for organizing all logistical, substantive and communications aspects of the conference with the Founders of DIGIVATIONS XGENS and Organizers of DXCIMUN. Their goal is to co-manage all preparation work to ensure that the participants have the best conference experience possible.

It is vital to note that while some of the positions of the Secretariat are traditional MUN positions at most international MUN’s, DXCIMUN has added some additional atypical MUN positions which are vital to the U.N.’s function. These positions include Under-Secretary-General for Political Affairs, Under-Secretary-General for Economic and Social Affairs.
DXCIMUN has also predetermined some of the Secretariat Positions since these responsibilities are being managed by DXCIMUN’S Founding Directors, Organizers and pre-selected staff who have substantial international MUN experience. The pre-selected positions include: Under-Secretary-General for the Department of Management, Assistant-Secretary-General for the Department of Management, and Under-Secretary-General for Communications and Public Information. These positions are described in this document to provide interested young leaders and delegates with a more informed understanding of what is required of a Secretariat.
For those of you who would find it valuable to highlight such experiences for future MUN Secretariat Positions and for which you desire to develop more enhanced qualifications, please apply to be Ambassador Interns for such positions at DXCIMUN. While travel stipends are not available for such positions, outstanding interns in such positions may receive DXCIMUN Conference Ambassador scholarships ranging in value from $50 to $500 if they are able to successfully recruit delegates for DXCIMUN and delegates to serve as part of the DIGIVATIONS XGENS DELEGATION for future MUNs. Secretary-General of the United Nations
The Secretary-General has both organizational and substantive roles in DXCIMUN. Organizationally, the Secretary-General co-manages the Secretariat to ensure that all project deliverables leading up to the conference and during the event are complete, on-time, and of high quality. Substantively, the Secretary-General will directly oversee the preparation work done by the President of the United Nations General Assembly, Under-Secretary-General for General Assembly Affairs and Conference Management, President of the United Nations Economic and Social Council, President of the United Nations Security Council, Director General of the International Labour Organization, Secretary-General of the General Assembly First Committee,Under-Secretary-General for Political Affairs, Under-Secretary-General for Economic and Social Affairs.
This position is highly recommended for those with prior experience serving as Secretary-General or in a conference organizing role of another Model UN conference. Specific responsibilities include:
Under-Secretary-General (USG) for General Assembly and Conference Management
The USG for General Assembly Affairs and Conference Management is responsible for all substantive aspects of the conference including the preparation of Secretaries, and delegates. In addition, he/she oversees the drafting of the Secretary-General Reports for the General Assembly First Committee, Security and ECOSOC Councils and Labour Organization committees. Past experience serving as a Secretary or Chair using the WIMUN Approach is highly recommended for this position, and experience with writing Secretary-General Reports and delivering training are two additional traits that would make a strong candidate. Specific responsibilities include:
President of the General Assembly
The President of the General Assembly is responsible for General Assembly First Committee Officials and Elections including the Committee Secretary, Chair, and Vice Chair if necessary. PGA is the primary student leader of the other elected GA Officials and the GA delegates. The PGA will also be the primary student liaison for the Under-Secretary General of Political Affairs and Under Secretary General for Economic and Social Affairs. The PGA works with the USG of GACM to oversee the time management and the implementation of the DXCIMUN Methodology, and to the extent so experienced, the WIMUN Approach in the committees. Past experience serving as a Secretary or Chair using the WIMUN Approach is highly recommended for this position, and experience with delivering training is an additional asset that would make a strong candidate. Mandate
Functions
ECOSOC engages a wide variety of stakeholders – policymakers, parliamentarians, academics, major groups, foundations, business sector representatives and 3,200+ registered non-governmental organizations – in a productive dialogue on sustainable development through a programmatic cycle of meetings. The work of the Council is guided by an issue-based approach, and there is an annual theme that accompanies each programmatic cycle, ensuring a sustained and focused discussion among multiple stakeholders.
The UN Security Council has primary responsibility, under the United Nations Charter, for the maintenance of international peace and security.
The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations (UN), charged with ensuring international peace and security, accepting new members to the United Nations[3] and approving any changes to its charter. Its powers include the establishment of peacekeeping operations and international sanctions as well as the authorization of military actions through resolutions – it is the only body of the United Nations with the authority to issue binding resolutions to member states. The council held its first session on 17 January 1946.
The Security Council has primary responsibility for the maintenance of international peace and security. It has 15 Members, of which there are five permanent members: the United States, the Russian Federation, France, China and the United Kingdom. Ten temporary members are elected by the General Assembly for two-year terms. Each Member has one vote. Under the Charter of the United Nations, all Member States are obligated to comply with Council decisions.
The Security Council takes the lead in determining the existence of a threat to the peace or act of aggression. It calls upon the parties to a dispute to settle it by peaceful means and recommends methods of adjustment or terms of settlement. In some cases, the Security Council can resort to imposing sanctions or even authorize the use of force to maintain or restore international peace and security.
It is for the Security Council to determine when and where a UN peace operation should be deployed.
The Security Council responds to crises around the world on a case-by-case basis and it has a range of options at its disposal. It takes many different factors into account when considering the establishment of new peace operation, including:
The Security Council establishes a peace operation by adopting a Security Council resolution. The resolution sets out that mission’s mandate and size.
The Security Council monitors the work of UN peace operations on an ongoing basis, including through periodic reports from the Secretary-General and by holding dedicated Security Council sessions to discuss the work of specific operations.
The Security Council can vote to extend, amend or end mission mandates as it deems appropriate.
Under Article 25 of the Charter, all UN members agree to accept and carry out the decisions of the Security Council. While other organs of the UN make recommendations to Member States, the Council alone has the power to take decisions which Member States are obligated to implement.

- Must be currently enrolled or have recently graduated from university. High school juniors and seniors who possess substantial Model UN experience nationally and preferably internationally will be considered.
- Prior experience with other Model UN conferences or workshops using standard rules of procedure is also preferred.
- Prior experience staffing Model UN conferences is preferred.
- Must be committed to co-producing all pre-conference and on-site deliverables in a timely manner.
- Ideal candidates should display professionalism in their work, be very responsive to email throughout the entire conference preparation process, be open to constructive feedback, and have strong communication skills and problem-solving skills.
- Must arrive in Leavenworth, WA on August 1, 2021, and depart no sooner than August 8, 2019. Prefered candidates will be available to work from August 1-4, 2021 for training sessions and the conference itself.
- If their schedules permit, some secretariat members will be invited to participate in the pre-conference activities: July 25-31, 2021 MUN Academy at Demigod Lodge and/or "EXPERIENTIAL" MUN at Wenatchee River Institute. These programs are suited for ages 14-30.

Stipends are awarded after completion of the conference. Senior Secretariat members must book their travel at their own expense upfront, then will be awarded the travel stipend at the end of the conference.

- Attending weekly meetings with DXCIMUN to keep Secretariat deliverables on track and identify, discuss, and solve any issues preventing completion of deliverables.
- Coordinating meetings, communication, and resources among the Secretariat to ensure that their deliverables are complete, and assuming or delegating responsibilities when Secretariat Staff are having challenges completing their tasks timely and professionally. The Secretary General will ensure that they are maintaining excellent daily or more frequent communications with the DXCIMUN Founders and Organizers when the Secretariat Staff are not being successful or are having challenges in accurately, timely and professionally completing their tasks.
- Ensuring that the Secretariat team works well together as a team and resolving interpersonal disputes when they arise
- Raising the profile of the conference among the Model UN community by, including but not limited to, promoting the DXCIMUN Methodology and Consensus Approach utilized by WIMUN, coordinating outreach and marketing efforts among the DXCIMUN Secretariat, and representing the conference at different Model UN events.
- Co-Managing the execution of all conference logistics and, along with the DXCIMUN Founding Directors and Organizers serving as the face of the conference during the event, including at advisors and head delegate meetings.
- Speaking during the General Assembly Opening Plenary session, the conference’s Opening and Closing Ceremonies, as well as briefing the Security Council and Economic and Social Council if required.

Under-Secretary-General (USG) for General Assembly and Conference Management
The USG for General Assembly Affairs and Conference Management is responsible for all substantive aspects of the conference including the preparation of Secretaries, and delegates. In addition, he/she oversees the drafting of the Secretary-General Reports for the General Assembly First Committee, Security and ECOSOC Councils and Labour Organization committees. Past experience serving as a Secretary or Chair using the WIMUN Approach is highly recommended for this position, and experience with writing Secretary-General Reports and delivering training are two additional traits that would make a strong candidate. Specific responsibilities include:
- Training Secretaries on the DXCIMUN, and to the extent so experienced, the WIMUN Approach’s rules of procedure, practices, and scripts, and overseeing the Secretaries’ ability to train the elected Chairs on the same.
- Editing and ensuring that Secretary-General Reports (background guides) written by the Secretaries meet substantive and formatting standards for DXCIMUN, and to the extent so experienced, WIMUN.
- Communicating with the DXCIMUN Model UN Coordinator and Model UN Program Associate to ensure that all aspects of the conference are accurate to the latest iteration of the DXCIMUN, and to the extent so experienced, the WIMUN Approach’s practices and procedures.
President of the General Assembly
The President of the General Assembly is responsible for General Assembly First Committee Officials and Elections including the Committee Secretary, Chair, and Vice Chair if necessary. PGA is the primary student leader of the other elected GA Officials and the GA delegates. - Overseeing the work of the General Assembly, Security Council and Economic and Social Council, and International Labour Officials for the duration of the conference.

Under-Secretary-General for Economic and Social Affairs

The USG for Communications and Public Information is responsible for all communications of the conference with registered participants. This role requires daily checking of emails to respond to participant inquiries. Past experience serving as a conference organizer in a marketing, public relations, external relations, or customer service role is highly recommended for this position, and reliable and clear communication skills would make for a strong candidate. Specific responsibilities include:
- Handling the registration process through the registration software including country assignments, add/drops, and invoices.
- Serving as the liaison between the conference and the registered participants.
- Managing the DXCIMUN email account and replying to participant inquiries on a daily basis.
- Keeping participants informed of all updates and materials needed to prepare for the conference such as webinars, pre-arrival packets, photo release forms, liability waivers, and housing requests through email updates.

The ASG for Communications and Public Information is responsible for the creation of media before and during the conference as well as pre-conference marketing. Past experience serving as a conference organizer in a marketing, social media, or media creation role is highly recommended for this position, and reliable and clear communication skills would make for a strong candidate. Specific responsibilities include:
- Keeping participants informed of all updates and materials needed to prepare for the conference such as webinars, pre-arrival packets, photo release forms, liability waivers, and housing requests through social media updates.
- Managing updates to the website and social media.
- Assisting with any DXCIMUN marketing campaigns to recruit delegates.
- Producing conference photos, a Closing Ceremonies video, and social media content before and during the conference.
BACKGROUND INFORMATION ON TWO OF SIX MAIN U.N. ORGANS WHEN CONSIDERING SERVING AS PRESIDENT OF THE UNITED NATIONS ECONOMIC AND SOCIAL COUNCIL (ECOSOC) AND UNITED NATIONS SECURITY COUNCIL, RESPECTIVELY:
Mandate
- ECOSOC, one of the six main organs of the United Nations established by the UN Charter in 1946, is the principal body for coordination, policy review, policy dialogue and recommendations on economic, social and environmental issues, as well as for implementation of the internationally agreed development goals.
- ECOSOC serves as the central mechanism for the activities of the United Nations system and its specialized agencies, and supervises the subsidiary and expert bodies in the economic, social and environmental fields.
- ECOSOC has undergone reforms (A/RES/61/16, A/RES/68/1) in the last decade to strengthen the Council and its working methods, giving special attention to the integrated and coordinated implementation of, and follow-up to, the outcomes of all major United Nations conferences summits in the economic, social, environmental and related fields.
Functions
ECOSOC engages a wide variety of stakeholders – policymakers, parliamentarians, academics, major groups, foundations, business sector representatives and 3,200+ registered non-governmental organizations – in a productive dialogue on sustainable development through a programmatic cycle of meetings. The work of the Council is guided by an issue-based approach, and there is an annual theme that accompanies each programmatic cycle, ensuring a sustained and focused discussion among multiple stakeholders.
The UN Security Council has primary responsibility, under the United Nations Charter, for the maintenance of international peace and security.
The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations (UN), charged with ensuring international peace and security, accepting new members to the United Nations[3] and approving any changes to its charter. Its powers include the establishment of peacekeeping operations and international sanctions as well as the authorization of military actions through resolutions – it is the only body of the United Nations with the authority to issue binding resolutions to member states. The council held its first session on 17 January 1946.
The Security Council has primary responsibility for the maintenance of international peace and security. It has 15 Members, of which there are five permanent members: the United States, the Russian Federation, France, China and the United Kingdom. Ten temporary members are elected by the General Assembly for two-year terms. Each Member has one vote. Under the Charter of the United Nations, all Member States are obligated to comply with Council decisions.
The Security Council takes the lead in determining the existence of a threat to the peace or act of aggression. It calls upon the parties to a dispute to settle it by peaceful means and recommends methods of adjustment or terms of settlement. In some cases, the Security Council can resort to imposing sanctions or even authorize the use of force to maintain or restore international peace and security.
It is for the Security Council to determine when and where a UN peace operation should be deployed.
The Security Council responds to crises around the world on a case-by-case basis and it has a range of options at its disposal. It takes many different factors into account when considering the establishment of new peace operation, including:
- Whether there is a ceasefire in place and the parties have committed themselves to a peace process intended to reach a political settlement;
- Whether a clear political goal exists and whether it can be reflected in the mandate;
- Whether a precise mandate for a UN operation can be formulated;
- Whether the safety and security of UN personnel can be reasonably ensured, including in particular whether reasonable guarantees can be obtained from the main parties or factions regarding the safety and security of UN personnel.
The Security Council establishes a peace operation by adopting a Security Council resolution. The resolution sets out that mission’s mandate and size.
The Security Council monitors the work of UN peace operations on an ongoing basis, including through periodic reports from the Secretary-General and by holding dedicated Security Council sessions to discuss the work of specific operations.
The Security Council can vote to extend, amend or end mission mandates as it deems appropriate.
Under Article 25 of the Charter, all UN members agree to accept and carry out the decisions of the Security Council. While other organs of the UN make recommendations to Member States, the Council alone has the power to take decisions which Member States are obligated to implement.
